Why be Moral or Ethical in ones behaviour?

It is precisely because mankind has free-will and reason that 'God-given' legal codes can be and are, so severe. The 'complexities' you speak of are actually very simple. Mankind is a blend of animal and angel psychologically, so the task is to discourage/suppress the bestial/animalistic impulses within the few. This is easily done by 'God's' warning/promise that retribution will inevitably be visited upon the thief/rapist/murderer etc... either in this life or the next. Those nine rapists would not have dared act as they did if they knew they were literally risking their lives (and their eternal souls?) for their moments of lust. Thus the burden of fear is reversed; only the wicked need walk in fear.

According to 'God's revealed word' the will to do wrong within humanity certainly does outweigh the will to do right. All the world's Holy Books say we are both imperfect and in possession of free-will. That's the very reason mankind's inclined to vice rather than virtue, which in turn is why God's Law must be severe. By killing one you frighten a thousand. While the 'God-fearing' majority remains decent, evil cannot prosper. If, by silence the majority accepts/permits evil to be practiced amongst them, it will inevitably spread, and ultimately consume those who tolerated it.
