If Christ is Head of the Church, how can the queen be too?

I think s/he means two. The answer must be that she is the second monarch in Britain to have the name Elizabeth.

Can't see the relevance to Christ being the head of the church, though.

Excommunication would be a waste of time. What would be served by cutting Richard Dawkins off from religious rites? I don't think heretic is the appropriate description either; as I understand it to be a heretic you have to be a believer of some sort, though supporting different doctrines to the local theist majority (who then feel justified in demonizing your beliefs).
