It's your shop, so you can put up any signs you want within the law. If you don't know why you have the sign up, I feel sorry for your clearly demonstrated inability to make a simple decision. My personal vote would be down, rolled into a sharp tube and inserted where the sun don't shine!

Yesterday as I came out of Waitrose there was a squat looking bull terrier (nice little chap) sitting, immobile, silent (no tether) eyes fixed on the door waiting for its God to reappear. What's that all about?

Of course it's about hygiene, but an exception is made for blind people who presumably can't find their way into a shop without their dog. The dog still can't tell them what is a carrot and what is a tin of beans, so yes, I'd say the rule appears not to be sensible.

My dog just gazed at the door the other day until I emerged from Iceland, but I wouldn't have risked not tethering him.
