I think it's a reasonably good idea - particularly if it can cut down on costs and bureaucracy, but the right to have the case heard in court should remain in place for those who think they've been wrongly accused.
Always interesting to hear the ongoing cyclist v motorist debate raging. Now that I'm mainly a pedestrian I would hope the moronic and selfish antics of both motorists and cyclists would be tackled by the police; starting with all the paper boys who charge round darkened streets with no lights, the lycra-clad idiots who treat the pavement outside my house as if it was an Olympic cycle race track, and the impatient lady who squeezed into a non-existent gap between my neighbour's new car and the pavement, scratching all his paintwork with her pedal! Not to mention both motorists and cyclists who sail through red lights at pedestrain crossings. (Of course when I was driving I had an equally jaundiced view of pedestrians but I'm now of the opinion that they are paragons of road safety!!)
