Confused as to how I was permitted to "redownload"

I purchased an album around a week ago and due to an interrupted internet connection, only downloaded around half the tracks. I sent Amazon a message through the "Contact Us" tab, but did not receive a reply (at least I think I didn't, I wouldn't really know where to look if honest!).

I decided to ring Amazon today for a hand, and when filling in the form in "Contact Us" (with issue and order number), searched for my order number in past purchases. The order number in the purchase entry was hyperlinked, so I followed it to a further page which, within an entry for the purchase, had a link to re-download the purchase. This I duly did, but I thought Amazon's policy was no repeated downloads? Or has this option been granted me by an Amazon employee, responding to my initial message, whose help I (ignorantly) have not acknowledged? Can anyone help me with this quandary?

Pretty sure it's the Amazon downloader that decides if you've downloaded or not. In your case, if it failed to download all the purchased tracks, it will continue to do so when there's a connection. So provided you fed it with the album key file in the first place, all you needed to do was reopen the Downloader once you'd got a connection.
Regarding the access to the key file, I can't get to any of mine that I have successfully downloaded. Last one was Wednesday.

What I do is fill in a returns form specifically for mp3 returns and ask for a link to re-download. They duly comply. After all, it's your stuff.

I wonder what an MP3 vendors policy is regarding reissuing a key?

Say it's 18 months in the future and you manage to completely lose all your MP3 collection somehow (should be quite difficult but there are still people who don't back-up) but you've still got the receipt emails. Would the vendor be forgiving and re-issue the links?
Personally, I'm mean and I wouldn't reissue 30 days after the purchase.

If you use the Amazon downloader, it will automatically work out if you haven't downloaded the songs and retry. If you were downloading manually, you may need to contact Amazon - but the link only appears if it has been enabled by customer services.

I wouldn't rely on this for back-ups though!
