If it's a Fire of any description, without WiFi it's not going to be much use at all unless you buy the 4G version and even then using 4G exclusively could work out very expensive. It will connect via the normal Mobile Phone system if you're outside a 4G area.

If it's an e-ink Kindle then the 3G version will work "out of the box" provided you live somewhere that can receive a mobile phone signal.

You could buy a S/H computer, the internet does not need much memory and use a dongle for the internet connection if you have no land line. Have a look around at prices of using the internet with a dongle. You'd have to get a free Google e-mail address and choose a password before you set up an Amazon account.

I seem to remember a long time ago that my daughter bought a Vodophone dongle and got a free voucher for some days but then she used to buy a voucher that lasted 30 days or she could use so much internet time on it that the time ran out before the 30 days did and she'd have to wait till pay day again. Sometimes she'd wait a week when the 30 days ended and then buy another 30 day voucher. If she did not use up all the internet time in the 30 days it was lost.

You could buy a 7 day voucher every other week or something like that. There are various you can buy and you might find one cheaper than Vodaphone.

She bought the vouchers at a Vodaphone phone shop and signed into the Vodaphone website and typed in the code off the voucher. The dongles always retain enough power/time for you to sign in the next time.

You could then just visit McDonalds for coffee and use their WiFi to download your books.
