I bought this for my two year old god son as a Christmas present. He actually got a second, and larger Thomas the Tank engine gift which made a lot of noises and flashed different colours but he kept going to this one because he had a task to perform (catch the ball) and enjoyed the attention of the adults as he got better.

I would say it is suitable for two to four year olds.

This is now being used by my second son, and i am sure my little girl will love it once she is older. It is quite noisy but good fun, even i play! We tend to use it in the as the popping balls come out with some force and of course the noise. Great for hand eye coordination. Also it tends to keep them occupied for quite a while.
