First, the good points good graphics and excellent, realistic battles inculding fatigue, morale etc. Unlike most games of its kind emphasis is placed on breaking enemy units rather than killing every last man. Tactical and strategic thinking win over who can produce the most troops in the shortest amount of time, and the battle for Europe mode is very good adding an element of diplomacy to your war-mongering.
However the game feels somewhat unfinished and is crying out for an expansion.The selection of units is fairly limited and You can only play as a limited number of nations Britain, France, Austria, Prussia, Russia and Egypt, no Spain, Portugal, Denmark, Sweeden, Naples or any of the Indian kingdoms who took part inthe conflicts of the time. The game could also have included America for the 1814 war with Britain which would have at least given some reason to the shocking american accents that the troops speak with whether they be Egyptian or French.
The campaign mode, (there is only the one single player campaign) while it is entertaining enough to play and teaches you the basics of the game, is some made up rebellion in Britain with an annoying plot filled with annoying characters talking about 'The Royal Army' an unforgivable inaccuracy for anyone who has any connection with the British army.
The worst point of the game though is the Skirmish mode. again a very limited selection of maps and no random ones and no options for seeting up starting conditions (the original Cossacks let you set the number of computer players, let you set alliances, starting resources etc and a very handy peace mode allowing you to build up your forces before the fighting starts allowing for large battles rather than piecemeal skirmishes) This game has no features for altering start conditions, you get few resources and 10 peasants, thats it and only one computer opponent. This gives rise to unenjoyable games primarily won by 'rush' tactics These games are easily won if you play as Russsia or Egypt which can produce many cheap hand to hand units with little infrastructure but are near impossible if you play as say Prussia as the enemy usually has sent some units into your town before you've finished creating one.
In all an enjoyable game to play that could have been truly excellent if the developers had added some exra features, however this would mean they would make less money when they decide to launch an expansion.

There are strategy "games", just a very few, that are so well-conceived, so realistic, so responsive that these days they are used in military academies to train mature students in military tactics and strategy...as well as giving old soldiers like me a great deal of mental satisfaction.

Cossacks II, sadly, is not one such product.

If you like to spend hours obsessed with pedantic detail for very little creative, emotive visual achievement then this may just be for you.
If you don't mind your on-screen participants' audio featuring French (and other european)troops with brash American voices and tabloid script dialogue - then maybe you won't choose to click to mute settings.

I feel sorry for the folk who had to spend so much time on this work. And I'm disappointed that I had to wait a year or so to discover, as far as I am concerned, that they were wasting their time on what could have been a potentially great strategy treatment. That's a pity.
Oh, by the way, the location buildings and intermediate stills graphics are nicely done!

I have waited 21months for this product - I have been eagerly waiting its release. I assumed it would be an enhancement to Cossacks 1 and the "American Conquest" series, both of which I felt were more than excellent. It turns out to be a poor imitation with a "beat 'em up arcade style", similar to "Alexander". What happened to grand strategy, the unique attributes of units within nation states? They may be presented in different guises, but they're all the same. My expectations have been crushed and I will be passing my copy on to the first buyer that I can find.
