Towards the end of 2009, the old Video Recordings Act (VRA) was found to have a loophole in it, meaning that it was not enforceable in UK courts as it was originally intended to be. As a result, at least for a short while, the UK censors the BBFC could not legally enforce the need for submitting film companies to have their film classified by them. Thereafter, a handful of discs released during this time were released with unofficial BBFC ratings, having never been formally classified. This is one of them.

"Above the Law" (to use its proper title) was uncut in UK cinemas in 1988 but all subsequent UK home video/DVD releases have been censored. The bar fight at the beginning of the film was missing a couple of heavy blows, along with some some drug use and the final fight was missing a nasty arm break. The UK Blu-ray restores all this footage, whilst cheekily sporting an 18 rating. The BBFC, to date, have not passed this uncut version with an 18 rating (although under their new 2009 guidelines they would). One can assume this is mastered from the US Blu-ray, as not only is it Region Free but it also features on screen it's original title, "Above the Law".

Of course, there is a chance that this is a mishap on behalf of the distributor, Warner Bros., as they have formally submitted uncut version of "Eraser" and "Robin Hood: Prince of Thieves" and had them passed by the BBFC. Whatever the reason, I recommend that Seagal fans wanting to see the film in it's uncut glory purchase it now, before it is pulled from the shelves and replaced with a cut version.

(On a similar note, the UK Blu-ray of "Spider-Man 2" is alleged to be uncut too, having being sourced from an international master.

One of Seagal's best. A piece of work former CIA operative turned cop gets vicious with thugs who are, oo, very nasty pieces of work. There are some great fights & good lines, great supporting work from Pam Grier and Sharon Stone.

The martial arts work is top and there is plenty of high quality B movie cheese. Great stuff & superb entertainment.

SYNOPSIS

Italian-American martial arts expert Nico Toscani (Steven Seagal) is hired by the CIA to join a special operation in Vietnam. He witnesses first hand how Zagon (Henry Silva) tortures prisoners of war. Nico is forced to leave the special forces and returns to Chicago.
15 years later Nico is a narcotics cop and married to Sarah (Sharon Stone). During a sting on a drug trafficking operation Nico and his partner arrest a few drug dealers. They find that instead of drugs, the dealers were actually smuggling C4. Things get weird when the CIA involve themselves, release the suspects and forbid any further investigation.

THE PROS & CONS

ABOVE THE LAW aka NICO in Europe is Steven Seagal's debut film - and one of his best films ever. It's a great action-thriller dealing with corruption and illegal CIA activities.
The film was co-written and directed by Andrew Davis, who also directed the equally great first UNDER SIEGE film with Seagal. The story is good and captivating and the action is superb and highly satisfying. I like that the film addresses certain "uncomfortable" topics, like torture of POWs, police corruption and the state's involvement in criminal activities (such as the CIA's involvement in opium dealings). I also like that the Italian mob plays a vital role in PROTECTING Seagal's familia.
While Seagal will never win the best actor Academy Award, he gives a decent and believable performance as the upstanding cop fighting corruption.

Above the Law (AKA: Nico) is directed by Andrew Davis who also co-writes with Steven Pressfield and Ronald Shusett. It stars Steven Seagal (co- writing the story with Davis), Pam Grier, Sharon Stone, Chelcie Ross, Ron Dean, Henry Silva and Daniel Faraldo. Music is by David M. Frank and cinematography by Robert Steadman.

Ex CIA operative in Vietnam, Nicolo Toscani (Seagal), a martial arts expert, is now a Chicago cop. Upon shaking down a drug pusher, Nico learns of a major drug ring in operation, an operation that appears to have links to a foe back in is CIA days.

Seagal was once a box office draw, he really was. Long before he garnered a reputation as an egotist stuck in straight to rental hell, he was an action star worth watching by the action movie faithful. Above the Law was his first official film and it's undoubtedly one of his best. It showcases his considerable skills as a martial artist whilst providing plenty of thrills and high octane action spills. Plot is hardly original, but it matters not in the grand scheme of things, and yes some of the acting from Seagal is stiff, but it never gets dull, the support cast are strong and, well, quite frankly, the film kicks butt! 7/10
