This really ought to be called "How To Be A High Flying Civil Servant", because Martin Stanley's book must be worth at least two rapid promotions for any ambitious trainee.

The author summarises in a mere 134 pages the machinery's of Government, the Civil Service, and the European Commission. He explains how and why policies are developed and put into effect, and the environment in which this takes place, as well as giving excellent advice on how to be effective as an individual, a leader, a communicator and an innovator. Topics include Devolution, Working with Ministers and Parliamentary Business. And this is not dry as dust or out of date either - it is for example particularly good on the new methods of handling the media. His own practical and down to earth experience adds realism and compassion - "...don't fret if the speech really bombed - it happens to all of us...".

Mr Stanley's own style of writing is a lesson in itself, although he is too modest to draw attention to it. So smooth and concise is it that not a word is spare or unclear. No wonder the Civil Service is sometimes described as a Rolls Royce.

I learned and understood a lot from this book that I had not gained in 30 years as a civil servant myself. I hasten to deny any connection with the author - we have never met. All in all, this is an excellent and entertaining aid for anyone inside the Civil Service, and for those who deal with it, such as member of the media, politicians and lobbyists. Eat your heart out, Sir Humphrey.

If you intend to climb the greasy pole in the Civil Service, I'd recommend a read of this book (there is also the website civilservice.org). It's basically an invaluable book of advice in how you should conduct yourself as a civil servant and the type of work you will encounter - how to conduct meetings, deadlines, deal with MP's and secretary of state, media, etc. Even if you aren't that high the heirarchy, this book is still worth a nose if only to understand why things are done the way they are in the civil service. I really wish someone had told me about this book before - having served 6 1/2 years in service already. it's a little hidden gem of a book.

I also cannot recommend the website enough, especially the Civil Service Jargon Guide. It's given me and my colleagues mroe laughs than I care to remember - the volume of which has caused our manager 'concern'!!.
