M. Rosing has done a great work, since he has provided a step-by-step from scratch implementation of such system. He starts with 4 chapters of good mathematical introduction with their implementation. It covers the practical part very good, while he always refers to other books for theoretical proofs and discussions.
The only problem with the book is that it has a lot of code, which is not what a real programmer needs(A Programmer understands the technique from the book and does the code himself). However, I myself have learnt Elliptic Curves from this book. For those who have to finish a project in a day, this is the right choice.

Finally, a book which is a good introduction to ECC. I have been working with ECC for over 10 years, and have found the lack of a good introductory reference particularly frustrating. After all, not everyone looks forward to Springer's Yellow Sale, when you can get graduate to research level math books at a discount. This book now makes the basics of the subject accessible to a much wider audience.
