This book gives an excellent grounding in Perl, assuming little prior programming knowledge. The chapter on regular expressions is especially lucid and clear. For learning how to write standalone perl applications this is fine. It would be nice perhaps to have a more systematic summary of data structures and refererence syntax though. However once the book starts covering Perl applied to databases, oo-perl, cgi scripting etc
the book is suddenly written with much higher expectations of the knowledge of the reader. For CGI scripting the CGI scripting 101 by Jaqueline HAmilton is more comprehensive and easier to follow.
Nevertheless if your budget doesn't stretch to buying several of the o'reilly perl books this book will get you to a stage where you can develop quite complicated programs.

Very good book if you're interested in learning Perl/CGI. I've been very pleased with all of the Wrox books I've read (Beginning PHP4 is highly recommended). It goes through the whole language and everything is clearly explained. I'd say the best way too learn Perl/CGI :)
