Synopsis
This report follows the development of an urban parish council in a deprived neighbourhood. Emphasising the potential of town and parish councils to shape local governance, particularly in the context of area based regeneration, it assess the contribution that urban parish councils could make within individual localities in the context of the National Strategy for Neighbourhood Renewal and Neighbourhood Management. The report also examines the extent to which there might be advantages and disadvantages with urban parish councils compared with other models of resident involvement and service delivery and outlines valuable lessons for similar projects, presenting guidelines for practitioners and partnerships who want to set up such a council.

Having been involved in setting up urban parish councils in West Yorkshire, I found this research publication very interesting. It documents a number of cases of new parish and town councils in urban areas and raises some ideas and questions about their future roles in the context of neighbourhood management and governance. Well worth a read if you are interested in this subject!
