Jack Johnson did not hear "Blowin' in the Wind," the Bob Dylan tune, playing on the radio. After all, it was only ten o'clock on Saturday morning, so he was still in bed at his folk's place, comfortably enjoying the sleep of the innocent. He didn't plan to get up until noon anyway, since he and Fletch felt obligated to spend the better part of last night hitting the bars to celebrate sliding through his final quarter at the University. Maybe it was best he did not hear the song, because it would disturb him if he knew how prophetic it was, how the lyrics applied not only to his life, but also to the lives of his friends and to people he had yet to meet. Although he didn't know it, Jack Johnson was about to enter a world that had more questions than answers, and discover what few answers did exist remained elusive, as if they were blowin' in the wind...

After graduating from Mankato State University, Jack Johnson lands a job as Juvenile Probation Officer for Hawkins County, Minnesota. What follows is the story of a young man who discovers not only himself, but the complexities of life in the early 1970's. There is a lot of humor along the way as Jack interacts with his group of friends, his co-workers, and even the juveniles he is assigned to supervise, but Jack quickly learns that in the 'grown-up' world, there's a lot required of him that supercedes drinking and making out in the back seat of his Mustang.

Jack's best friend, Dave, has been deployed to Vietnam, leaving his pregnant wife Rosie to endure his absence with the support of Jack and his girlfriend, Marianne. Jack is completely devoted to Marianne, but that devotion becomes increasingly difficult to maintain, as he steadfastly focuses on his new job and the responsibilities it entails. One of Jack's main focuses is Pat O'Connor, a troubled teen with a tender heart, an alcoholic father, and a revulsion for high school.

As Marianne becomes further removed from him, Jack struggles with the fear of losing her as he devotes his time to the young, wayward Pat. Pat and his buddies are slowly sliding down a path of self-destruction, and all their lives will collide in a tragedy that will bring redemption for some and heartache for others.

Steven Ulmen has a consummate knack for developing true-to-life, emotionally stimulating characters. His use of jargon in dialogue is reminiscent of the 1970's and shows his characters' sense of humor, as well as their naiveté. In Hawkins County, Mr. Ulmen has proven himself to be a writer of admirable talent with a noteworthy story to tell.
