Graham Allen convincingly outlines the growth of Prime Ministerial power over the last century in British politics, and concludes in effect it is now best seen as a Presidency. Allen goes on to describe how that presidency should be recognized for the reality it is and then limited democratically in the way that other presidencies are. I found it a very compelling analysis -- he leaves "where we should go now" as an open question, though provides some interesting options, especially in increasing the power of Parliament, rebalancing British political institutions and exploring whether a written constitution could work in the UK.

Finally, he teases us with the possibility of the UK President being directly elected by the people (now there's a concept!). I was very pleased to see that he has set up an e-mail address and is prepared to carry on the dialogue with anyone interested... I wish more politicians were this open!
