McGoverns analyses seem to dwell more on justifying his actions in EPA than in providing the positions of the protaganists. He sets himself up as the great neutral party but he clearly thought it was his role to determine if the Campos had proven themselves "worthy" of treatment as a government. This was a clear violation of the policy of "government to government" that the federal government had directed Mr. McGovern to follow. Some
