SharePoint is a huge subject and this book quite rightly is a focussed on but one area, to get you started on web applications.
It cannot cover everything and does not try to.

The book is very much a get you started edition, something it does very well. Heavier topics, such as security (a main interest of the author) only get a mention in a few places , as otherwise by trying to cover everything in one book below a thousand pages would simply fail. As it is the book is focused and good value.

The difference between Microsoft SharePoint services and Microsoft office SharePoint server is only flittingly covered

The Building Web Applications with Microsoft Office SharePoint Designer 2007 Step by Step (aside from having far to long a title) is intended to build on the Microsoft SharePoint Designer Step by Step book, to which is has frequent references -i.e. to be pitched at someone with a bit of knowledge in the area. However the book at the start spends two pages explaining Microsoft download, something for an IT beginner.

The book starts with simple blog and team sites that are built up as it progresses through Master Pages, navigation controls, data view lists and finally workflow foundation . The latter being very useful now that workflow in Exchange is only supported through Workflow Foundation
as the Step by Step series suggests, this book will take those who want a `cannot go wrong' guidance path towards building web applications in SharePoint to achieve their goal. There are screenshots of everything . It will particularly suit student/ club members, or people outside of a large IT department,. People who have already gained a little IT knowledge, perhaps on FrontPage, and looking to now build a solution in SharePoint one step beyond they have done previously.
