The main tasks of the Local Government Commission for England are to examine the structure of local government in the English shire counties, and to make recommendations on the future structure, boundaries and electoral arrangements of local authorities, This report sets out the Commission's draft recommendations with a view to hearing local reactions from the people of Hereford and Worcester. Recommendations include proposals that three new "unitary" local authorities be established to replace the present two-tier structure of county and district councils; and a discussion of the possible abolition of the present county of Hereford and Worcester, and the re-establishment of the historic counties of Herefordshire and Worcestershire. A discussion of two alternative structures is also included which the Commission considers viable.
