Hey there everyone - the truth is that Brian Steele got it basically right. While Jimi did approve the photographing of the UK cover, he didn't like the result. In the US and Canada there was never any chance that the UK cover would be released way back then in 1968, so that is what you get now - the original US cover, which was approved by Jimi.
As for CD releases, the very first UK/Euro releases by Polydor did have the 'nude' cover. The only other one I know of to have it was the original Japanese Polydor version.
And for why now it is not released in any form now, it is NOT the various record companies' faults, it is because the family won't allow it. Whether it is because of Jimi's feelings on the cover result, or their own prudishness about the cover, I don't know, but it's very unlikely any EL 'nude' cover will be seen in any format anytime soon.
Ironically, even though I'm in the States, I only have the original UK Track vinyl LP set, and not the US Reprise verison, so I would not be terribly upset to have a fullsize replica of the US version.
