Why We′re Losing the War on Terror examines the reasons for the failure, focusing on American political and military attitudes, the impact of 9/11, the fallacy of a New American Century, the role of oil and, above all, the consummate failure to go beyond a narrow western view of the world.

This book raises awareness to a range of issues from the so-called war on terror to the oil glut of the Persian Gulf. It sets out why the United States and its coalition partners failed to achieve their initial aims.
Part 1 examines US politics prior to 9/11, scrutinising Bush administration foreign and defence policy, focusing on the influence of neoconservatives in determining the US response. It investigates the US military context and major changes in military posture of the 1990's when they became the sole superpower capable of deploying a military machine unmatched by any other global power. Finally, it surveys the depths of US oil security and the unique significance of the oil reserves of the Persian Gulf.
Part 2 explores developments in Afghanistan and Iraq and studies the US struggle to overcome the "al-Qaida" movement. It sets out the aims of the US operation and compares and contrasts them with the known outcomes, providing an analysis of the main reasons why the so-called war on terror is proving to be very different to the first expectations of the US and its coalition partners.
Part 3 considers the consequences of US policy and assesses whether other policies might have been more appropriate. It spotlights Iraq, Afghanistan and the al-Qaida movement and questions whether US failures may prompt an overhaul of the western security posture, described as the "control paradigm".
Professor Rogers questions the appropriateness of the US "control" stance as a global system of security when being presented with a range of security issues, due to the widening global socio-economic divide and asks if it would be better to pursue a "sustainable security" paradigm. A model which could lead to alternatives that avoid the violence, suffering and misery created by the US so-called failed war on terror.
