Why is Coppola's Dracula still rated an '18' in the UK ?

How is this film still rated an 18 ? I've located that back in 1992 upon its initial release that the BBFC gave it this rating - however there is obviously no detail as to reasons.

Its incredibly tame for 2007 - and doesn't deserve this rating.

To get the film re-classified, by britains biggest monoply the bbfc, costs the films distributors about 3 grand per minute, why spend all that cash when the film already has a age classification.
