It surveys the key issues in welfare policy from Beveridge to the Third way and includes a digest of key authors in the field such as Titimus, Briggs, Marshall, Esping-Anderson, Giddens or (if you are that way inclined) Hayek and many more. For a student, or indeed lecturer, in this or a related field The Welfare State Reader is a super and accessible resouce in itself as well as a great pointer to further reading or investigation. It is in the top five of my generic reading list
