In assessing the impact and potential of new forms of tourism the range of activities of those involved is critically reviewed, from the industry and tourists, to governments and global agencies such as the World Bank. It suggests that while there are grounds for optimism, the faith assigned to new tourism may be misplaced and the uneven and unequal nature of the development process seems to be set to undercut its future potential.
