The term "third way" has become common usage in New Labour circles. In this booklet, Patrick Harrington asks whether the third way really is just a revised form of social democracy. He questions whether we can address the problem of social exclusion without a radical restructuring of our economy and institutions. From Chapter 1: "In determining whether a government is following a Third Way, we need only ask two questions. First, are their policies leading to the ownership of property and wealth being spread more widely in the population (which of course would imply a redistribution of wealth)? Second, are their policies encouraging a more active citizenship and devolving decisions to the lowest possible level. If the answer to either question is no, then claims of pursuing a Third Way are not genuine."
