How to find better solutions? Clearly understand the dilemmas. 10 Sep 2010

Roland Paris's book "The Dilemmas of Statebuilding" takes a focused and clear look at the dilemmas that inevitably come up in statebuilding, and frankly in any type of development activity where outsiders are coming in to "help get things going." My sense is that with a fuller awareness of and respect for these dilemmas, any kind of international development activity can be more successful.

To give you a flavor for the key points of the book, here are the contradictions and dilemmas of statebuilding as laid out by Paris.

Contradictions
1. Outside intervention is used to foster self-government.
2. International control is required to establish local ownership.
3. Universal values are promoted as a remedy for local problems.
4. Statebuilding requires both a clean break with the past and a reaffirmation of history.
5. Short-term imperatives often conflict with longer-term objectives.

Dilemmas
1. Footprint dilemmas.
2. Duration dilemmas.
3. Participation dilemmas.
4. Dependency dilemmas.
5. Coherence Dilemmas.

Although the book is not a breezy read, it follows several rich case studies and as such the content is presented very much in context. I would recommend first reading the concluding chapter, "confronting the contradictions" and then picking out the case studies that most grab you. There are many important ideas in this book.
