Peter Norman has made a complicated subject comprehensible. Naturally of more interest to Europeans, the EU's attempt at drafting a Constitution has been a long haul and pretty much ended with nobody satisfied. But it's a step forward and there's time to improve. This book explains the myriad difficulties, misunderstandings and good will behind the document.
