Hi, I have used this both ways. Depends what the pool recommends as some like both.

No, it makes no difference to buoyancy. Easy to get on and off, keeps baby warm, sizing good but did chaffe my baby's leg.

If she's already over 15lbs you better get the next size up. Did the same mistake and only used it for a month and it was too tight at 6.5 months (17lbs)

I think the chest but it's pretty straight up and down so the chest and stomach is the same measurement. I dont think it matters too much though..

I think you should get a 6-12 month one, I got the 0-6 months one for my daughter who is 16.5lb and 6months but it's too tight already after only 2 use Hope this answers your qn
