Any attempt to reconcile continuity issues is always a dangerous proposition, many times you create more problems then you solve, but this story fails completely. The decision Scotty makes to return as SCE liaison makes no sense. The author failed to make the position any different from the one Scotty neglected and resigned from. The only reason is to help a planet recover from damage Scotty himself helped created, any maybe to keep him from dying of boredom or alcohol consumption. When dealing with a beloved and sacred character like Montgomery Scott you owe it to Star Trek's devoted fans to bring your A-game, this wasn't it.
