I bought this heater in early December and it did the job of keeping the flat warm enough in -13 degree weather. It is probably not so good for keeping a place particularly warm though, too much of it's radiation emits as light rather than heat - still, it is cheap, and it does work (there is a button which it uses as a sensor at the bottom to press against the floor - if it ever topples over or is accidentally knocked the heater switches off - however, it can be super-sensitive and so will switch off if left even in a slightly breezy area)

I bought this little heater to put on inside our outdoor tent/gazebo. Although it does run off the mains, it's a lovely light, little thing, which can pivot, or stay still, and it has 3 settings. We found it warmed the gazebo up quickly - very efficient. AND it's supposed to be energy saving. If in fact it is, then it's a very good purchase.
