It's Plug and Play as far as reading BD R discs, but I am not sure there is native Win7 burning SW. I use an old MacbookPro running snow leopard and Roxio Toast Titanium 11 for burning. It works fine in Bootcamp running Win7 as far as reading, without installing any software. It is possible other apps like Nero or Alcohol 120% work in Win 7. Even if it does work without installing software, your options would be very limited.

For normal windows PC it comes with a program but for Apple you have to buy Toast Titanium around £130!

The 'answer' you are seeking can only come from two sources, the technical department of Samsung for this drive and the technical department of the computer you intend attaching it to. If the computer you are using was manufactured in the past 4 years (at a guess), it will certainly have powered USB ports, As to an external drive that you already have that is USB power enabled, you already have a device to test whether your computer is capable also, unless it is a SSD, the mechanical/power requirements of an external drive far exceed the needs of an external optical drive.
