Rules for paragraphs and direct speech

Ellis says:
Simply put, which form is correct:
Speaker said, "bla bla bla."
or
Speaker said,
"bla bla bla." (i.e. start a new line/paragraph)
In shorter paragraphs, the first option looks neater, but in longer paragraphs the second option appears clearer. Is there a rule or is it simply a case of being consistent? I've looked through many published classics and there's little consistency to be found. Any standard guidelines offered? Thanks.
