You can't really follow this book with the newest installation of Rails. Although the author does provide a workaround on his website, it involves installing old versions of Rails. You expect books of this type to go out of date, but that's not much consolation for someone who's just spent a tenner on an obsolete book.

If you're thinking of developing in RoR in a Windows environment and using RadRails as your app of choice, this book is pretty good. Whilst it's fairly easy to read between the lines and figure out what goes where, I perhaps wouldn't recommend this to someone starting out with Rails as I found it was a better guide to learning RadRails than learning Rails itself.
If it was called Ruby on Rails With Radrails for Dummies, I'd have given it a 4 rating.

I should have paid more attention to the 2008 review which said that this book was outdated even then. In 2011 it is certainly outdated. It is difficult to follow the exercises as those versions of the software are no longer available. There is some help on the book's own web page but this is rather limited and it is itself out of date.
The Dummies series is usually excellent but this one should be withdrawn and replaced by a new edition.
