This is absorbing account of a politician who will forever be remembered (inaccurately) as the PM who declared "Crisis? What crisis?" as bags of rubbish piled up uncollected in the nation's streets and the Army had to take over from striking firemen using fire engines from the Second World War.

The book helps to redresses some balance to the beleaguered Callaghan's reputation. The author's personal admiration and sympathy for 'Sunny Jim' is very apparent, although he questions some of Callaghan's decisions, particularly his insistence on a 5% wage restraint when this was becoming unworkable, and his failure to call a general election before the Winter of Discontent took hold. As it turned out, of course, these proved disastrous to his premiership.

My only real criticism of this book is that the chapter covering Callaghan's time as PM is very short and perhaps lacks the detail of the chapter on his term as Chancellor in the 1960s. Overall, the book left me with the impression of a popular and hard-working politician who reached the top just when his consensual form of government was about to go out of style.
