Being new to JIRA I was looking for a book that would give me a good understanding of the JIRA framework in order that I could start extending it. This book jumps straight into plug-in development, starting with a chapter on plugin basics and structure after which its all code (IMHO a good thing) starting with creating custom field types. Moving on to cover various different aspects of plug-in development.
Personally I struggled a little as I didn't have that thorough an understanding of the strucuture of JIRA and this book assumes a certain level of competency however the authors use of real-world examples and the usual O'Reilly bear-trap style side-notes of likely gotchas was a great help as I found I hit a few of them. Also to be fair this book isn't aimed at the the total JIRA newbie so its unfair to mark it down for that reason.
If you're comfortable using JIRA and want to start extending it then I'd highly recommend this title, if you're totally new to it then this book is still worth owning but you'll find yourself searching the forums/wiki to understand the concepts referred to - which is, in itself no bad thing!

Matt does a thorough walk-through of the JIRA plugin development process, starting from the basics of plugin development to the pubilshing of a plugin in this book. Also, the book covers 3 mostly developed JIRA plugin areas - Custom fields, workflows and Data Management in JIRA.

The language is easy to understand, the examples are simple to comprehend. I am sure it will hugely benefit someone who looks at developing in these areas.

I wish the book had covered more aspects of JIRA development but that is the only complaint I have!
