As with all Phil & Teds stuff you need to work out how to use it yourself as there are no instructions and even if there were they would be unlikely to be intelligible (1 star deduction).
The panniers themselves are made of rucksack type material. They have reasonable flexibility with an additional pocket. They are not that big (one shopping bag can fit in) as they are limited by the need not to stick out too much. Overall though the panniers work well by providing easily accessible extra storage whilst only widening the typical buggy slightly.
Major disadvantage is that it makes a fuss out of folding the buggy. The velco straps could also secure the panniers better if designed differently.
As there is nothing else positive/negative 3 stars seems reasonable - although 3.5 would perhaps be fairer given that the Phil and Teds system is overall so practical and the panniers do enhance the carrying capacity.
Improvements possible would be a scuff coating on outside and strengthening/additional layer to bottom of pannier. Better attachment and perhaps making them slightly longer (front to back once attached to the buggy).

saddle bags are a must have for the p&t buggy, specially if you have two little ones and the second seat is taken. we also added a shoulder strap and use it for a diaper bag.
