BBC Review

The omens look good for Dilated Peoples on the release of this, their third album. With veterans like the Black-Eyed Peas successfully reborn as a pop act and OutKast rightly crowned as the biggest band on the planet, the future of hip hop no longer looks determined by the size of your Glock. You feel that if the LA-based trio are going to cross over - something they threatened to do with previous releases The Platform and Expansion Team - then the time is now.

Unfortunately Neighborhood Watch isn't going to do it.

If there's an obvious criticism it's the rapping itself. Head honchos Evidence and Iriscience operate in that no-mans land between conscious issue-based hip hop and the outlaw unconsciousness of straight-up braggadocio. As they proclaim on the title track, they're sort of inbetweeners - against the criminals and the cops. Unfortunately, their microphone skills have neither the intricate dexterity of Q-Tip nor the juvenile thuggery of 50 Cent.

A line in "Caffeine" - 'I'm an underground cat, but still I like money and cars' - neatly encapsulates their dilemma. The Peoples demand 'bling' without ostentatiousness; respect without the trappings. Consequently, their stance consistently falls between the cracks. Any social commentary is mostly of the exactly-what-it-says-on-the-tin variety and is ultimately po-faced and humourless.

This is a shame as the music itself is first class. DJ Babu constructs his beats masterfully, mercilessly twisting a single riff from umpteen different angles and pummelling the listener into submission. On Who's Who - effectively a repetitive two-note drone - it could be Terminator X out there speaking with his hands.

A welcome variation to the formula comes right at the death, courtesy of current hip hop wonder boy Kanye West; on "This Way" he elevates the album to previously unforeseen heights. Alas, about 50 minutes in, it's too little too late.

Maybe that's the problem with a 'neighbourhood watch' - its a worthy cause in theory, but a little dull in practice. Until Dilated Peoples can dig a little deeper they'll remain strictly second division. --Jack Smith

5.0 out of 5 stars The return of the underground kings!!! 3 July 2004
Format:Audio CD
As Hip-Hop seems to have well and truly sold out, with the likes of D12, G Unit and Chingy producing radio friendly, plastic sounding, sing-along pop music it is great to see the return of LAs finest The Dilated Peoples. From the start to finish its PURE Hip-Hop, the beats are innovative and slickly produced, the rhymes are creative, challenging and fresh. There is no sign of Hip-Hop cliche's, no mention of guns, champagne, or Range-Rovers. Even the Kanye West produced single 'Walk This Way' stays true to The Dilated Peoples sound. This album won't sell as many as Eminem, or 50 cent, but its credibility is WAY higher, appealing to hardcore Hip-Hop heads and people who have never bought a rap cd. This is what real Hip-Hop sounds like!! The Underground Kings return!!!

Format:Audio CD
let me start by saying that a few weeks ago i thought all hip-hop was about was b****** and nike shoes, then one of my dearest friends lent me the albums that changed my life, this was one of them. the laid back grooves and raw talent this group posesses is almost unrivaled in the rap world and this album is a step up from the platform where it all began. keep up the good work chaps! if there was any justice in the world it would be dilated peoples the roots and jurassic 5 at the top of the charts.

5.0 out of 5 stars Dilated Getting Better and Better 25 Jun 2004
Format:Audio CD
Well, From the amazing debut album of The Platform, to the next hotter album Expansion Team, This album is the best of the rest! It has everything. It is an unbelievable album, with 5 or 6 tracks that would go straight to number 1 in my books! This Way ft Kanye West is an amazing track, with a humerous video. "I Dedicate this to Jam master Jay, Run-DMC showed me how to walk This WAAAY!" The Lyrics on this album are top notch and this CD ain't ever leaving my collection! I Currently take this album pretty much everywhere with me :) :) :) Get it brought Hip-Hop guyz out there :P

2.0 out of 5 stars About as underground as Busted 24 Aug 2004
Format:Audio CD
More selling out, this time from Dilated Peoples. Once a tour-de-force underground act, now employing Kanye West to get big. Booooooooo. Buy this album if you like the latest D12, 50, Kanye and McFly. If you want to hear something like the Dilated of old, check Athletic Mic League.
