Judging by the footage from dozens of videos on youtube, I'd say yes. By what I heard and saw, the team behind the game is very dedicated and the game is rich with details, so I believe the graphics will be mindblowing on PC.

Yes it use a Steam key. I bought the CD version but I had to validate the key on steam. After the installation, you don't need the CDs anymore. I assume you can download everything on steam (just higher price)

Full potential? Not a chance. Laptops simply cannot keep up with the power you can get from a desktop pc. You will be able to play it but not maxed out.

You need a Steam account to register the game, you can't play the game without one.

I am not sure, but maybe if you use the same Steam Account on both.

This is a one off payment game and not monthly subscription, however you do need to have a steam account to activate the product.

It goes onto your steam account, but can be launched when offline

Sorry but no it will not run. It runs on PC (essentially just Windows), Xbox and PlayStation platforms only.
