This book is not, as it would first appear, a bestiary.
a bestiary does feature in the book, as it does in all D20 modern books, but this book is more for the GM that prefers to use mundanes against players.
The bestiary seems to be x-file oriented, with a great deal of aliens and 'paranormol' creatures that can be explined away without the use of magic.
The book features quite an extensive list of (fictional) terrorist organisations, such as the six fingered hand who want to save the world by destroying it, the Al-queda style faction who want to punish the western civilisation and the most enigmatic of them all, the CIA.
The book also features a few heroic GM characters, but they just don't seem to fit with any campaign that i try and run.
Not a bad book for the DM, but for a player it seems to be a waste, eventhough it does include a few new species for the player to be, but s/he has to search the bestiary for them.

Very easy to use, a great help for any GM struggling to create suitable / believble protagonists for any adventure. From simple creatures, to fully fleshed out characters and organisations.
