118 minutes is the DVD runtime, which runs 4% faster due to PAL speedup (PAL DVDs run at 25fps instead of 24fps like Blu-rays do). 123 minutes should be the correct runtime for the Blu-ray and the 118 minutes for DVD are correct as well without anything missing. They probably used the DVD runtime for the Blu-ray product description by mistake.

I just had it in the player. The actual runtime is 2 hours, 3 minutes and 46 seconds (123 Minutes, almost 124). So, all is well and the 118 minutes on the product page and on the back of the Blu-ray package are mistakes.
