Most of my reviews on Amazon are for "entertainment related" items but - as a CPA and a CFO - I certainly understand finance and business books. This particular title was sent to me by Amazon as part of their "Vine Reviewer" program in which they send selected books to a selected group of reviewers.
The "Dummies" series has sure grown since 1991 when Dan Gookin authored "DOS for Dummies". There are now over 1800 (!) "... for Dummies" titles.
I've used - and reviewed - quite a few of these books - especially business related and accounting volumes. I found this volume one of the better ones. In fact, if you are a small business operator , or an administrator who was just handled the responsibility of HR, this is an excellent book for you.
The author, Max Messmer is Chairman and CEO of Robert Half International, the world's largest staffing firm. He's been there 35 years (all this from his bio at the front of the book). This is the THIRD Edition of this book and has been updated with both new laws and to cover new benefit and HR issues such as benefits for same-sex couples and President Obama's Health Reform Act. (But as Messmer points out VERY CLEARLY throughout the book, things are changing all the time and this is not a "legal advice" book. He constantly refers you to your own attorney or state labor law website.

I'm not sure how much of the text was actually written by Messmer (after all the guy is busy running HIS company!), but he does acknowledge a group of knowledgeable people, so I feel comfortable with that. And, personally, I like his tone of "voice" and attitude. He doesn't talk down to reader as the author of another "for Dummies" book that recently reviewed. On page 3 - in a section titled "Foolish Assumptions" he tells you exactly who he is writing for.

The early parts of the book describe what an HR Manager is and their responsibilities are. This could be helpful for someone wanting to choose this as a career. But the portion is short. Then Messmer covers the areas of Compensation and Benefits and gives the pros and cons to various compensation packages. There is a section on how to read resumes to find the best candidates. The sections on evaluation processes and the "legal minefield of hiring and managing" will alert you to things, though - again - no legal advice is provided as this varies by state law. A nice bonus is the CD-ROM included in the back of the book It has more than 50 articles, sample resumes, sample forms (Employee handbook Index, sample consent forms) that you can use. They are tied in to each chapter. And the CD-ROM includes Adobe Reader software (just in case it is not on your PC.)
So I give this "For Dummies" book a recommendation as both an intro to HR and a reference book (especially with the CD). But if you are an experienced HR Manager in a large company, this is probably not for you.

The author of this "For Dummies" book sought to explain the basics of human resources to those for whom human resources is not their primary job. He geared the book towards business owners and managers who need additional exposure to the many realities of HR, with the acknowledgement that his book could also be a convenient reference to those who tackle HR full time. Indeed, for many small business owners, just reading the myriad of issues presented in this book could convince them of the importance of adding a full-time HR person to their staff (depending on the size of the business).

Of course, many HR functions go well beyond the scope of a book. This book focuses on the HR functions a manager might require understanding, mostly involving the hiring and career development process. The book explains how to plan your workforce, write a job description, recruit and interview candidates, and how to make an offer. Once hired, the book explains retention of key employees, including benefits, compensation, and work environment. Development of key employees and succession plans are both addressed, as are methods of dealing with difficulties with employees who do not perform. Obviously, legal issues abound especially when it comes to firing and layoffs. Hopefully no business owner would rely on a "For Dummies" book for making these difficult decisions. If anything, the book will open your eyes to issues you might not have considered, and lead you to realize the importance of outside professional help for these common human resource issues.

As with all For Dummies books, the organization is clear and the book is easily accessible. You can quickly look up good interview questions or methods for creating career plans. It's a 5 star book and an excellent addition to your business library.

So I suppose the big question is -- are you brave enough to leave this book sitting out on your desk so that the whole world knows that you are rank amateur when it comes to HR matters? I suspect that even the book-owner that hides their copy of this book will be pulling it out on a fairly regular basis.

Like every Dummies book I've ever seen, this one serves a dual function: it is a read-it-through educational tool and a grab-it-now reference book. And I found both aspects of this book utterly successful.

The most helpful sections were Human Resources 101, Hiring/Recruiting, Legal Basics, and the discussion of how to find the policies that allow you to retain your best employees for as long as possible. I found the clarity and depth of the material to be lacking when it came to benefit packages -- particularly the enormous issue of employee health care.
