This book didn't tell me how to do anything. Instead it merely gives a brief introduction into things you will need to find out about.
It told me about various experts I could look up in the yellow pages, or departments of the government that I might get information from, but really didn't give me any help to do anything other than ask for help or information elsewhere.
I was left feeling it may just as well have contained a list of 100 words to look up on google.
