I have found that this book is generally great for anyone who is studying teaching or just interested in how a child develops his/her learning in mathematics.
This book is very easy to understand as it is written simply. Liebeck even adds a little humour into the book so it is an enjoyable book to read too.
In short 'How children learn Mathematics' is well writen and a must for student teachers.
