This book is realy specialized in competencies of HR people. sometimes it talks too much about the interviewees but i recommend it for any one who want to know about HR competencies deeply.

I was hoping to find a step-by-step outline on how to develop meaningful competencies. Instead it is a report on the research on the competencies required to be an HR Director. Not what I was hoping for.
