Firstly let me say that on the whole this is a very nicely made umbrella. It's a good size and the mechanism is well engineered and it has the potential to look great. The 'Bird in a cage' motif also looks very stylish and eye-catching.
However the clear cover has, in my opinion, a serious flaw. When I unwrapped it, it was covered in a really thick layer of what I thought was dust and there was a strong plastic/chemical smell. It was a gift for my wife so I apologised about it's state when I gave it to her and she promptly went away to give it a wipe down.
Once 'clean' the brolly became super-sticky, like cling-film, and was impossible to fold away or open without unpicking the bits stuck firmly together. I contacted Fulton to explain our experience and their reply was very prompt. The 'dust' is in fact a coating to stop the sticky, cling-film effect and this issue can be stopped by a dusting with normal household talc; no mention of this on the label though.
My wife did this and as expected, the umbrella now looks dusty/dirty again but functions as you would expect.
So you have choice - clean your umbrella and have looking stunning while up, and be able to see where you're going, but rendering it impossible to put away or open properly. The alternative is that you can have it work OK but it will always look dirty like you just got it out of your loft after leaving it there for 5 years. Not a great choice for a fashion item from either brand, Fulton or Lulu Guinness.
In fairness to Fulton they did respond very quickly and were helpful within the limits of this product; they have specifically designed it with what they believe are the best materials. You just need to decide if this suits your needs/expectations.
