Within the first few paragraphs of chapter one, the author describes how his techniques could not work in the UK. We are on the same latitude as the frozen wastes of Canada and cannot grow more than we already do without the expense of artificial lighting. We can already grow the crops he mentions in the first chapter in the depths of winter - salads, spring onions, carrots, kale, leeks etc. This is nothing new but anything else he mentions is not possible without the light enjoyed by most of the US, which as he mentions, is on the same latitude as the Mediterranean.
