Fenix bike mount is awesome. Amazon specs are wrong. This is from Fenix's webpage. "Adjustable grip accomodates various handlebar and flashlight sizes(18-26mm). " I use it with my pd-31 which has a 24mm diameter and there is still room to fit a bigger diameter flashlight. It has rubber pads where you secure the handlebar and the flashlight so it won't rattle or vibrate. You don't need a screwdriver for assembly. The knobs are big enough for hand tightening and loosening. It holds the light very firmly and the top actually rotates like a turret so you can point it in any direction. I hit rough trails on my mountain bike and i am never worried about my light with this mount. Great product for a great price.

I don't normally review things that I've only used for a day, but this bike mount is a delight.
Its construction is very simple. There is a hinge and a screw for the portion that holds your flashlight, and a removable double-screw portion for attaching to your bike. Both are rubber-lined for a secure fit. The top and bottom pieces are held together by a click-rotating mechanism that lets you turn it 360 degrees in case you feel like blinding yourself instead of pointing your light the right way.
This mount is made entirely of plastic (PVC) (...aside from the rubber grips and screws), so don't be surprised when it arrives. Knowing Fenix I was expecting something aluminum, but for $13 and peace of mind that it's never going to rust I'm fine with it.
I paired my mount with a Fenix LD20 205 Lumen LED Flashlight and I was happy as a clam (on a bike). You're not going to find a detachable bike light anywhere else for $70 that is completely waterproof and shoots out 205 Lumens. But you could basically mount any reasonable sized flashlight to this sucker and your bike will be ready to go. Just remember to take your light out when you park so someone doesn't steal it :)
EDIT 07/11: Well, I'm going to give this a 4.5 now. I had a fun little experience going over the handlebars of my bike and the top screw took a big beating. If it was made out of metal it would have been fine, but being plastic it is now bent and very difficult to turn. The rest of the thing is very durable, but I would gladly pay another dollar for a mount with metal screw caps.

I bought this for my bicycle. I was not able to use it because my handlebar, plus the tap it's wrapped with, was too thick. I gave it to my son to use on his bike and it fit his thinner handlebar. I works well enough, although it would be nicer if it would hold a larger flashlight. But it does work well. It holds the flashlight securely and installation is easy. If the flashlight breaks, another new one can be installed quickly and easily.
