Yep, all retail CPU's come with a heatsink and fan, but in all honesty, I would reccomend getting a different cooler, cause the stock one is crap, it doesn't cool the CPU properly, and is quite noisy, about the only good thing about it, is that it'll fit inside of any case you care to put the internals of a PC into, and that it's free, but for all the good it does, you might as well cool the processor by chucking it in the oven. :D
That is why the CPU box is so large, because of the cooler it has, the processor is in a tiny compartment at the top of the box, and the rest is filled with the manual, warranty information, sticker for putting on the computer case, and the aforementioned CPU cooler. :)
