It certainly reduces the noise level but at a cost to the sound and feel which you may not find acceptable.
As a complete novice I was prepared to accept this trade off, but more accomplished drummers probably wouldn't.

This HQ Percussion hi-hat mute works perfectly. It reduces the sound of a hard hit to a very low thunk that can not be heard in the next room. It is a rubber like mat with a one inch lip on each end which attaches under the top hi-hat cymbal. It takes maybe three seconds to place or remove.

The same also goes for the crash mutes and the ride mutes that are also sold by HQ, which I also bought and installed. I also bought the bass drum mute which also works well, just not quite as well as the cymbal mutes, so you might or might not have to hammer the bass drum a little less forcefully, if you have thin walls or sensitive neighbors or room mates. I also bought the set of 4 tom and snare mutes which also work perfectly, cutting the sound of hard drum hits to a little thunk that no one outside the room will hear. Just remember to also release the snare lever. Even with the 12" and 13" tom faces on a 45 degree angle to the floor, the grippy mutes stayed in place as is, while being played.

The Soundoff Hi-Hat mute works better than most muting systems for 'hats because it addresses the bottom as well as the top cymbal. The mute tucks under on the top cymbal about an inch on either side. This mutes the bottom cymbal to an extent in addition to muting the top. Other muting systems tend to ignore the bottom cymbal, which then is about as loud as a hi-hat set without mutes when opening or closing. That's not the case here. But, the hats were still the loudest thing on my fully muted kit, although considerably quieter. And, hi-hat punches aren't going to sound as clean, but that's the price that you have to pay to mute the bottom cymbal. I think that even given the shortcomings, this is probably the best system out there for hats.

I've tried several practice solutions for Hats and this is by far the best.

This is a really effective mute for practice, with the mute in place the sound is about equivalent to hitting a hard rubber practice pad and the feel is very good both for top hits and edge hits. I find that I can also alter sounds by opening and closing the hats very similarly to the way the hats work without the mute in place. I don't mean to say the sound is the same but the feel is close enough to translate to playing without the mute. The mute wraps around the edge of the cymbal so edge hits and foot open/close are both well muted and your sticks gain some protection as well. The attachment is one of the best parts, just plop it on the top hat, flip the edges around the cymbal and you're good to go. You don't have to remove the top hat from the stand or the clutch and taking it off is even easier.

There are only a few issues I have with the mute. First, heel splashes do not work at all for me with it in place. Next there is some loss of feel, since it's made of rubber it's kind of "grippy". I wish that there was a way to make the top surface "slicker" and more like a metal surface. I like to sideswing my hat stroke sometimes and that basically isn't an option playing on the mute surface. I compensate by playing on the bare cymbal surface but then the cymbal seems "deader" than without the mute in place, probably those factors cancel out when you are on the rubber surface. Lastly a minor thing is these are listed as being for 14" or 15" hats, they seem a little loose on my 14" hats I'm sure they fit better on 15" hats and I bet you could get them onto 16" hats as well.

This mute is probably the best on the market, but be aware that if you keep it on your cymbal for any extended period, a black residue will be left on the metal. It comes off with some polish and elbow grease, so it's not that big of a deal, and definitely not a deal breaker given how well the mute works.
