How well have economic instruments performed in environmental policies in OECD countries? Their use - particularly that of ecotaxes, charges and tradeable permits - has grown considerably. But have they contributed effectively to environmental protection? Did they reduce the costs of environmental policies? This study uses a conceptual framework to evaluate the efficiency and effectiveness of economic instruments, and reviews existing evidence. It also proposes a general evaluation framework, integrated into the implementation process for these economic instruments.
