It is slightly raised at the back to make typing and seeing the screen easier in a small space (on a small desk for example). The back is raised up a couple of centimetres (less than an inch) but if the vent is underneath it also allows air circulation. We're very happy with it. It is not meant to be a huge slope, just a slight tilt, adequate for our needs.

I use mine on my 15" Macbook pro and I reckon it would be ok for a 17" device.

No. this stand is a folding, portable, aluminium "spider stand adjustable for laptop size. No plugs or sockets at all! I ;ove it though.

It should be fine for your Macbook Air- as the diameter is adjustable, and will reduce down to 29 cm (i.e. 11.4 in)
